With a mechanical drive it would need to either: A. Spin up the hard drive and have the needle travel across the platter to begin to find the asset to load in (for disc games with saved game data) B. Waiting for the needle to travel along the platter to find the right asset (when playing games strictly off of a hard drive)

Nope, the PS3 hard drive is encrypted, and tools only exist to read it with a PC, if you have dumped the key, not to write it. USB or optical drive is the fastest way to write to the drive, and must be done from the PS3. Dumping your discs direct with the PS3 to the internal drive is fastest.
